Since the early 1990s, consideration and initial formulation of alternative, nonapartheid urban policies for a democratic Johannesburg have been occurring. These discussions have taken place concurrent with the tremendous political and structural transformations at local, metropolitan, provincial, and national levels discussed earlier. In essence, the governance system for Johannesburg has been required to cope with dual fundamental pressures. Not only were urban leaders being asked to deliberately change the basic parameters of political participation, organization, and governing philosophy, but they had to consider and design alternative development policies to address urban needs and repair the damage of apartheid policy. In the first case, urban leaders had to engage in a self-transformative and democratizing process; in the second, a policy development role aimed at repairing and reconstructing Johannesburg’s torn fabric and addressing the vast black-white disparities inherited from apartheid South Africa. This section explores the dynamics, substantive contributions, and difficulties of these transition-period urban policy processes. In the first part, I describe the process-oriented aspects of formulating new urban development policies. In the second part, I explore the substantive outputs of these planning and policy processes.
